Please accept this letter as my sincere interest in working with The Port of Bellingham to purchase
Parcel 1 and 2 as specified in The Initial Development Opportunity and RFP Package solicited by
The Port of Bellingham on Wednesday, May 15th, 2013. Given the success of the rapidly expanding
Bellingham International Airport as well as the vision and goals set forth for the redevelopment of
the waterfront and presented by both The Port and City of Bellingham, now is the time to deliver a
dramatic and diverse development that will provide a unique and widely recognized waterfront
experience all while protecting and enhancing environmental, historic and cultural resources along
the waterfront.
This project is long overdue and I could not be more excited about my vision for an upscale, stylish,
grand hotel where form and function come together and meet the needs of today’s business and
leisure travelers while mixing first class amenities. Bellingham is a 90 minute drive north from Seattle
and a 25 minute drive south from the US/Canadian border along Interstate-5, which connects the
Canadian province of British Columbia to Washington, Oregon, California and Mexico. One of the
largest economic drivers is Bellingham’s close proximity to Canada where cross-border trade
provides a significant portion of Bellingham’s economic base. I intend to capitalize on this by
incorporating both Class A office buildings with mixed use for more of an urban feel.
Again, I would like to express my sincere interest and excitement to provide you with this
qualification packet and would very much like to be the master developer of choice for parcels 1 and
2 of this one of a kind, irreplaceable real estate on beautiful Bellingham Bay.

The Bellwether Gate & Nautical Point Developments are nestled
between beautiful Bellingham Bay and the Bellingham Harbor.
David Ebenal has partnered with the Port of Bellingham to
acquire a long term land lease and develop four separate mixed
use buildings, underground parking garages and plenty of green
space.
Bellwether Buildings A, B, C are comprised of over
112,000 square feet and include a shared
61,840 square foot
underground parking garage. The Bellwether Buildings are over
90% occupied and include anchor tenants such as CH2M Hill,
Wells Fargo, General Services Administration

other tenants. Bellwether Gate Building D is slated to begin
construction in the spring of 2013.
Waldron Young Building Fairhaven, WA
Originally constructed in
1870, David Ebenal purchased the
Waldron Building in Historic Fairhaven and worked with various
municipalities and design review boards over a number of years
to bring this Historic Renovations to life. The Young Building is a
new 4 story brick building constructed on the parcel next door
and joined by a breezeway. Combined, these two buildings are
over 79,000 square feet and share a 36,000 square foot parking
garage. Owned and operated by David Ebenal, the Waldron Young
Buildings are comprised of more than 10 retail novelty shops, two
restaurants, and

exterior consists of a brick facade, pre-cast concrete window
dressings and French balconies. It features a unique “green roof’

and elegant condominiums are located above the retail space and
underground parking is provided below. Hallways, elevators and

and electric heat pumps provide each unit with efficient heating

Bellingham International Airport Terminal Expansion
2001- Bellingham, WA
The Port of Bellingham was is dire need of more room. The Port of
Bellingham hired David Ebenal to enhance the exterior
appearance of their airport terminal and enclose an existing
open-air baggage claim area. This project involved extensive
exterior building envelope upgrades that included a new metal
roof, composite metal panel siding, veneer stone facing, wood
siding and a timber truss entry. The baggage claim remodel
required a 72 foot canopy extension increasing the claim area to
4000 square feet. The interior space required refinishing the
cement floor, interior painting and the relocation of the car rental
booths.

Medium Term (3-9 Years) — Professionalize Service and Renovation and
Adaptive Re-use of Industrial Space.

zoning incentives, potential expansion of allowable uses, The Port of
Bellingham management strategies and other city actions.
b. Develop Grand Hotel, continue to develop multi-family with

Long Term (10+ Years) — Continue to densify and diversify the building
along Bellingham’s Waterfront and make it a widely recognized. Continue to
market The Bellingham Waterfront as a sustainable urban waterfront, and
increase the usage of its maritime assets.

Purchase Price: We will pay Fair Market Value for all property sold or leased
